Raise Shields Around A File To Be Uploaded

This is a security mechanism to specially encrypt a file before uploading it for distribution to other dlRoundup users.

Windows Explorer is opened to allow a file to be selected for encrypting.  The file is then encrypted and ready for uploading.  When the encrypted file is later downloaded and cataloged by dlRoundup, it can then be decrypted and accessed through dlRoundup.
